Outcome from GBR Special General Meeting - held Monday, July 22nd Meeting called in accordance with GBR Constitution Section 12.2 where more than 20% of clubs have requested the meeting. The item of Business on the Agenda was "Board decision to change Rule 6.1 to allow two teams per club per Division, at the June Board Meeting".
Refer to letter attached from GBR - as a result we believe we will have the following teams in for Saturday Pennant P,1,3,5,7,8.
To All Clubs
Thank you for your Clubs attendance at the Special General Meeting of the Geelong Bowls Region on Monday 22nd July 2019 where a majority of clubs indicated dissent with the Board's decision to amend Rule 6.1 of the Saturday Pennant Conditions of Play to permit Two Teams from the one club in the newly formed Geelong Premier Division.
The Board understands and appreciates the views of those clubs who provided their opinion in the earlier survey and again at the SGM however incompatible inconsistencies in the survey outcomes necessitate a review of earlier indications of the possible format for Saturday Pennant going forward.
Clause 17.1(b)(i) of the GBR Constitution requires the Board to “control and manage the business and affairs of the Region”. Whilst discharging that responsibility we must also abide by common law requirements such as equity and equal opportunity.
To that end the Board feels that consistency of the application of rules across the Region is paramount.
Additionally, there is an inconsistency in the number of teams proposed for Premier Division (8) when all other Divisions consist of 10 sides. The decision to limit the number of sides in Premier Division was made in the belief that this would facilitate the very best level of competitiveness available in the Region. This has however led to the very inconsistency that we now confront.
Accordingly in consideration of the concerns expressed and the Board's obligation to equity and equal opportunity we have decided to retain the change to Rule 6.1 permitting a maximum of two sides from any club to compete in any Division of Pennant competition in the Geelong Region and to increase the number of teams in Premier Division to Ten (10).
Therefore, the top 4 sides from each division will be promoted to facilitate ten teams in Premier Division and all other Divisions.
Thank you for your continued support
Kind Regards
Jim Millar - GBR SECRETARY
